MSTC Limited (formerly known as Metal Scrap Trade Corporation Limited) was incorporated under the Companies Act, 1956 on 9th September, 1964. In 1974, it became a subsidiary of Steel Authority of India Limited (SAIL). In 1982, MSTC was converted into a Government of India Company transferring the shares of SAIL to the President of India. In 2002, awarded Mini Ratna Category II status. In 2005 awarded Mini Ratna Category I status which is an honour bestowed to profit making Public Enterprises. This Company was a regulatory body for export of ferrous scrap initially and thereafter canalizing agency for import of the same in the country. After decanalization of scrap in 1991-92, MSTC diversified its operations and is presently engaged mainly in providing e-Commerce services. Under this segment, the Company undertakes disposal of ferrous and non-ferrous scrap arisings, surplus stores, condemned plants, Agri products etc from Public Sector Undertakings and Government Departments including Defence offering e-Auction services. In order to promote transparency in Government purchases, MSTC has embarked upon e-Procurement and e-Reverse Auction services that have been widely adopted by the Government in India. Activities: The Company has two major division of activities i.e. e-Commerce and Trading. e-Commerce Under this segment of business, MSTC acts as a standalone and neutral e-commerce service provider to various Central/State Government Departments and other entities to ensure transparent and fair sale and purchase decisions. MSTC has evolved as the only Public Sector Enterprise under this segment of business and grown to become one of the largest companies in India in e-Commerce sector in B2B segment. MSTC has created a wide range of e-Auction application for providing its services to various government departments and PSUs. The journey started in 2002 on a very small scale for disposal of scrap and surplus stores. MSTC could create awareness about the benefits of e-Auctions among the government organizations and it was successful in transforming all the existing business from physical tenders to e-Auctions mode. MSTC added other minerals like coal, iron ore, manganese ore, chrome ore, lignite, rock phosphate etc. in its e-Auction basket. Government of India, also engaged MSTC to design e-Auction portals for disbursement of subsidies to Gas based Power Plants, finalization of Power Purchase Agreements between DISCOMs and GENCOs and many other innovative new areas for enhancing probity and fairness. HIGHLIGHTS OF 2015-16: Ministry of Coal, Government of India, appointed MSTC as the service provider for conducting allocation of 204 coal mines.
